It is A.E.R.O.'s mission to assist member districts to provide comprehensive special education programs and related services to children with disabilities who are residents of our member districts. School District 169, located within the boundaries of Ford Heights, IL, serves children Pre K - 8th grade in the Medgar Evers School and Cottage Grove Upper Grade Center. Approximately 700 students who reside within the Ford Heights community, as well as students residing within District boundaries, are served by Ford Heights Schools. The school district was established in 1890 and has served the community for more than 119 years. The school district boasts that Illinois State Senator Aldo DeAngelis graduated from Cottage Grove School.

Forest Park Public School District 91 is a diverse, urban fringe district of approximately 1,000 students. Our students are educated in two primary schools (grades PreK – 2), two intermediate schools (grades 3-5) and one middle school (grades 6-8). Students in our district enjoy small class sizes with all of our elementary schools having a class size cap of twenty students. LOW INCIDENCE COOP AGREEMENT
LICA (Low Incidence Cooperative Agreement) serves students who are deaf or hard of hearing from age 3 through 21. We are a public school special education cooperative with 44 member school districts in the north and northwest Chicago suburbs. LICA provides diagnostic services, classroom instruction, itinerant support, and related services to our districts’ schools and their students and families.

Welcome to the Southwest Cook County Cooperative for Special Education (SWCCCASE) website! Southwest Cooperative is proud to have served students with diverse abilities since 1959. According to our archives, two years after the Illinois General Assembly decreed that school districts could work together to provide educational programs for disabled students the Southwest Cooperative was created by 16 area districts. Historically, the Cooperative was formed sixteen years before PL 94-142 mandated that public schools should provide a free and appropriate education to students with disabilities. The Cooperative was founded on the principle that “exceptional children” deserved an education. In 1961, a small group of parents of students with disabilities formed a Parent Teacher Association (PTA), the only one of its kind in Illinois. In preparing for the first PTA meeting, Mrs. Edward T. Dorke, the PTA president, wrote a letter to parents. She wrote: “Meetings of this PTA are not just another evening out, because we have found even with the small group that has attended so far, problems can be solved and burdens lightened, just by discussion with someone who has been through a similar situation. This group too, is pioneering as a Special Education PTA and if we can succeed and be recognized, similar groups can be formed throughout the country for the help and education of everyone who will have contact with exceptional children.” The spirit of this PTA is still present at Southwest Cooperative as we continue to be progressive. Our PTA believed in the motto “for every child the highest advantage.” I think they would be proud of all of the innovative work that the Southwest Cooperative has done over the last 50 years to “Open the World Through Education to Children and Young Adults with Diverse Abilities.” Our ability to provide high quality educational programs and services to students has remained constant; our ability to implement innovative practices has also remained constant. Over fifty years of excellence can be attributed to the hard work and dedication of our member districts, staff, parents and students. As we face the challenges of the future, Southwest Cooperative will continue to lead the way.

The District houses approximately 500 children; depending on the grade level, class sizes range between 15 and 22. Average class size ranges from 22 to 28 students, with the highest levels at the older grades. Student test scores consistently reflect achievement well above state and national norms. WPS39 is governed by an elected Board of Education, whose seven members serve without pay. The Board generally meets monthly at the Mikaelian Education Center (615 Locust Road). All meetings are videotaped and some are broadcast live over community cable television. The District and Board are supported by a host of volunteers active in school parent-teacher groups, which are coordinated by a Village-Wide Parent Teacher Organization, Educational Foundation, and Community Review Committee. In addition, hundreds of parents and community volunteers staff related boards and committees each year, and participate in a wide range of other volunteer activities. To ensure the District's curriculum remains at the forefront, renewal is carried out on an ongoing basis by staff members appointed to individual curriculum review committees. District 39's teachers are highly experienced; almost half the full-time staff have master's degrees or above. Ongoing staff development remains a top priority in WPS39. Technology is an essential component of the learning environment. Instruction is student-centered with a wide range of specialists in every school to support both students and faculty.
