About Us-Think Smart Outreach Center, Inc. 21st Century Community Learning Center a nonprofit Drop out Prevention youth organization that was established in 2001. Our services are made available to all Harnett County youth ages 2-18 and their families. Our mission is to ensure that youth have access to programs which stimulate their total development in terms of intellectual, social, physical, cultural, and ethical growth. Our overall goal is for our participants to graduate from high school and enroll in a post-secondary educational institution. We are pleased to announce that we have a 97% graduation rate in which all of those students are currently enrolled in college.
