BELLEVILLE AREA SPECIAL SERVICES
BASSC is centrally located in St. Clair County, Illinois at 2411 Pathways Crossing and Green Mount Road in Belleville, Illinois. BASSC is an integral part of the service delivery system for students of its twenty-three member districts. Students with disabilities provide a significant challenge to the resources of the local school district. Together the partnership between BASSC and its member districts helps assure that the challenges of meeting the needs of students with disabilities will be adequately addressed.

Welcome To District #118 Our district proudly serves a majority of the residents residing in the City of Belleville and encompasses more than twenty seven square miles. Our enrollment is approximately 3,700 students in pre-school through eighth grade. Our students and staff come from a wide range of socio-economic, cultural, religious, and ethnic backgrounds, which enriches our community. We are proud of the numerous national, state, and local achievements of our students and staff. Our students regularly represent the District at a very high level by their academic, athletic, and fine arts accomplishments. Our standardized test scores consistently exceed state averages. Both state and national organizations have recognized our staff and our educational programs as exceptional!

Belleville Township High School District No. 201 consists of two campuses that each has a rich tradition of providing educational excellence to its students. The District employs approximately 484 full-time employees and 5 part-time employees. Graduates from District 201 are highly prepared to enter the workforce and/or continue their educational pursuits. District 201 students will find a full range of curricular offerings along with more than 80 co-curricular groups. In 2004, District 201 was selected to receive the “What Parents Want” award given by School Match, a nationwide service that helps corporate employees and their families find schools that match the needs of their children. Only 14% of the nation's 15,576 public school districts earn this designation annually.

HIGH MOUNT SD 116
High Mount School provides an educational program for Pre-K through 8th grade students. Along with standard teaching policies, we also provide heavy emphasis on developing strong phonics skills. Our standard curriculum also includes art, physical education, library, and music classes. Each classroom is equipped with computers to help our students become familiar with current technology. Grades five through eight rotate to different classrooms for several specific subjects. This departmentalized system allows us to ensure our students receive the best qualified teacher for each subject. Because of our faculty's teamwork and commitment, our students are known to graduate with a great level of confidence. Because of this confidence, our students make the transition into high school quite easily.

MILLSTADT CCSD 160
Millstadt C. C. School District No. 160 was formed in 1948 with the consolidation of the Village of Millstadt School and four area rural schools to form a larger district. The consolidation of rural districts continued throughout the 1950’s. The last change in District 160 boundaries occurred in 1965. Geographically, Millstadt C. C. School District No. 160 is over half the square mileage of the Belleville Township High School District. Our District is largely rural with moderate growth in its enrollment. The trend to consolidate was a part of a nation wide trend to form school districts capable of offering more comprehensive programs and services. The district is an elementary school district, which means that it educates students from preschool to 8th grade. The District is formed from parts of three townships, Millstadt, Stookey and Smithton. Within its boundaries are all parts of the Village of Millstadt, a small area of the City of Belleville, and growing subdivisions in unincorporated St. Clair County. A fleet of District owned buses transport students throughout the District. The District is governed by seven-member elected Board of Education. Board members receive no monetary compensation for their service. Millstadt Community Consolidated School District No. 160 operates two attendance centers: Millstadt Consolidated School educates students in grades three through eight and the newly constructed Millstadt Primary Center educates students in preschool through second grade. High school students attend either Belleville West High School in District 201 or Freeburg High School in District 77.

District #203 has a student body of 2,500 students and a faculty and staff consisting of over 200 employees.

ST LIBORY CONS SD 30
St. Libory Elementary School proudly serves the residents of St. Libory, Illinois, and its surrounding area. Students attend here PreKindergarten through 8th Grade years, then attend Freeburg High School for Grades 9 thru 12. We believe our students have large school opportunities in a small school atmosphere. All our teachers know every student by first name, most classrooms have 8-14 students per class, and classroom web sites for checking current assignments. St. Libory School works in cooperation with Head Start and a Preschool Screening process to identify eligible students who are not currently receiving services. Once located, these students are placed in an appropriate program which meets their individual needs. The Board of Education meets regularly on the fourth Tuesday of each month. Meetings are held at the school and begin at 7:30pm. The administrative compensation report is available in the office for review. A Free Appropriate Public Education (FAPE) is required for all children with disabilities who are between the ages of 3 and 21 and who have not yet graduated from high school. Special education services are coordinated with the Belleville Area Special Services Cooperative (BASSC) and provided for students with disabilities ages 3-15. If a student is found eligible for special education services, an Individualized Education Program (IEP) will be developed and implemented to designate services that are required and to assure that the placement of the student eligible for services takes place in the least restrictive environment. Programs are available for all handicapping conditions; learning disability, behavioral disorders, speech therapy, early childhood education, hearing impaired, vision impaired, and mentally retarded. Whenever possible, itinerant services shall be provided to the student so that he/she will be able to participate in as much of the regular school program as possible. If such an arrangement does not sufficiently meet the student’s needs, he/she may be placed in a special education class on a full-time basis. St. Libory CSD #30 shall maintain membership in BASSC, a cooperative association of school districts which offers special class placement and other services for various types of handicaps. Operated under the provisions of the Illinois School Code (Section 14) and the regulations of the Illinois State Board of Education, program costs are shared by the local districts and the state. The programs, including transportation, are provided without charge to the parents, and parent consent is a requirement for placement. Identification, evaluation, placement, and delivery of services to students eligible for services under IDEA, the District shall follow procedures provided in the Illinois State Board of Education’s Rules and Regulations to Govern the Administration of Special Education. Policies and procedures as established by BASSC shall be considered a part of the Board’s policies and procedures. If necessary, students may also be placed in private school education facilities. The District may receive reimbursement from the State for the student's expenses. Homeless children shall be enrolled as per Subtitle B of Title VII of the McKinney-Vento Homeless Assistance Act. Such enrollment will take place without delay due to scheduling issues, residency document requirements, lack of legal guardianship or student records, or tuition payment. As per Illinois Public Act 95-0707 St. Libory CSD30 has three contracts over $25,000; Voges Services for pupil transportation, St. Libory Federation of Teachers Local 4884 for teachers, Lacey Levin for Principal , and Carl Buehler for Superintendent.
