  The Arizona Department of Juvenile Corrections operates and maintains three secure care facilities for the custody, treatment, and education of committed youth. Each youth placed in a secure facility receives rehabilitative services, appropriate to the youth’s age, risk, needs, abilities, and committing offenses. This includes education, individual and group counseling, psychological services, health care, and recreation. In addition, specialized housing units focus on youths with histories of substance dependence, mental health or sexual offenses.

  In January of 1995 the group created ESPIRITU Community Development Corporation, a non-profit organization, with the expectation that future leaders could change communities using a non-authoritative leadership style. Within a year, a charter school was built to provide this unique educational experience, and a partnership with the National Football League was forged to launch the Youth Education Town (NFL-YET) on the same campus.
