KIPP schools share a core set of operating principles known as the Five Pillars: HIGH EXPECTATIONS: KIPP schools have clearly defined and measurable high expectations for academic achievement and conduct that make no excuses based on the students' backgrounds. Students, parents, teachers, and staff create and reinforce a culture of achievement and support through a range of formal and informal rewards and consequences for academic performance and behavior. CHOICE & COMMITMENT: Students, their parents, and the faculty of each KIPP school choose to participate in the program. No one is assigned or forced to attend a KIPP school. MORE TIME: KIPP schools know that there are no shortcuts when it comes to success in academics and life. With an extended school day, week, and year, students have more time in the classroom to acquire the academic knowledge and skills that will prepare them for competitive high schools and colleges, as well as more opportunities to engage in diverse extracurricular experiences. POWER TO LEAD: The principals of KIPP schools are effective academic and organizational leaders who understand that great schools require great school leaders. They have control over their school budget and personnel. They are free to swiftly move dollars or make staffing changes, allowing them maximum effectiveness in helping students learn. FOCUS ON RESULTS: KIPP schools relentlessly focus on high student performance on standardized tests and other objective measures. Just as there are no shortcuts, there are no excuses. Students are expected to achieve a level of academic performance that will enable them to succeed at the nation's best high schools and colleges. UNIVERSITY OF TEXAS ELEMENTARY CHARTER SCHOOL
Now in its tenth year of operation, The University of Texas Elementary School is firmly established as a research-based demonstration school in the heart of East Austin. The school holds a track record of success in serving urban children. Founded in 2003 as part of The UT System’s Every Child, Every Advantage initiative to support P-16 education, UT Elementary is operated by UT Austin as an open-enrollment campus, free to students, with a lottery-based admission system. The school enrolls children in grade levels pre-kindergarten through fifth. Our two pre-kindergarten classes have 20 students and all other grades kindergarten-through-fifth have two classes of 22. UT Elementary offers a full, TEKS-aligned curriculum, employs scientifically-based research and best teaching practices, and draws upon a variety of intellectual resources available at the university. Besides providing an educational alternative for East Austin children, UT Elementary also represents an effort to apply new knowledge produced in the academic setting directly to classrooms in urban schools, and it serves as a training and development site for future teachers, social workers, psychologists, speech therapists, and nurses currently enrolled in the University of Texas at Austin. We extend our best practices to the broader community through books, blogs, outreach training and mentoring programs, and national education conferences. The University of Texas Elementary School's Mission is: (1) To develop students into lifelong learners through rigorous, research-based curricula, individualized instruction, high expectations, and a nurturing environment that includes parental and community involvement; (2) To provide opportunities for professional development and outreach for The University of Texas at Austin’s academic units; and (3) To serve as a model of an exemplary educational program for diverse learners.

UNIVERSITY OF TEXAS UNIVERSITY CHARTER SCHOOL
The University of Texas-University Charter School (UT-UCS) is a university charter school within Continuing and Innovative Education at The University of Texas at Austin. It is currently comprised of multiple campuses serving more than seven hundred students in kindergarten through grade twelve. Each campus is located on and provided classroom and office space by its facility partner. The students enrolled in UT-UCS have diverse educational backgrounds and needs. These varied backgrounds include those who have a history of success in schools to those who have not attended school regularly or who were not successful when they attended school. The abilities of the students range from highly gifted and talented to severe intellectual impairment. At any given time, thirty-five to forty-five percent of the students are eligible for special education services. On some campuses this number may go as high as one hundred percent. The state average is about nine percent. Another challenge UT-UCS faces in delivering quality educational services is the mobility rate of its students. The mobility rate reflects the turnover of students throughout the school year. The UT-USC mobility rate is eighty-three percent compared to the state rate of slightly less than twenty-one percent. This mobility rate is a result of students transferring in and out of facility programs and transitioning back to their home schools. Students in the residential treatment centers often demonstrate severe neurological and learning dysfunctions as well as emotional or behavioral disorders. Sixty-four percent of UT-UCS students are economically disadvantaged and approximately ninety-five percent are considered at-risk of dropping out. Approximately two-thirds of the student population is male and one-third is female. Staffing requires most teachers to teach multi-grade level classes within each class period. The faculty, staff and administrators must be highly skilled in order to insure that each child has access to excellent educational opportunities. All teachers are required to hold special education certification in addition to subject-area certification. In some settings, English as a Second Language certification is also required.
